Forgot to register my car in London low emission zone - please help ! Huge fine

Hi all, I’m so upset I just got sent through a london low emission zone fine I genuinely did not know about this fine and visited last weekend with my son.
I live 250 miles away from London, you cannot miss the big signs as you pass into the LEZ and ULEZ. It has been all over the news as well.

as lee1972 asks- why has the charge changed from the standard TfL LEZ penalty? i’m experiencing a similar situation but 10 months after the alleged infraction of LEZ. I received a notice of ‘penalty fee’ from Euro Parking Collection PLC not TfL. The ‘fee’ had increased to €1780 reduced to €1100 if paid within 14 days 😀. the sent me two so-called penalty fees total €3500.-1

The OP may be the victim of an attempted scam, since the fine is so much more that it should be. I suggest (s)he gets in touch with the authorities to make sure this is genuine, before paying anything.0

Can anyone please urgently help me!!
I got stopped by enforcement officers wanting to seize my car as apparently I owe £3500 in unpaid ULEZ charges dating back to July 2019- September 2019 where my vehicle entered the zone 14 times!!!!
It was not me driving the car and at the time, I was in a volatile relationship and my ex partner was using my car without my knowledge, taking it at night and returning in the morning. I have viewed imagery of the PCN and it is not me driving.
As well the initial fines and court orders were sent to a previous address I was no longer at so I had no idea this had occurred and now have this £3500 debt hanging over me which will cripple me as I’m a single parent on a low wage and I’m also a disabled blue badge holder.
This is already at enforcement stage, I would be so grateful and would appreciate any help or advice from anyone.Thanks0 -
Everything will have been sent to the address the car was registered to at the time - I presume that changed, and your post was not being forwarded? I think your best bet is to look at getting the court orders set aside, on the basis that you didn't know about the cases - but that's not a trivial or cheap process.1 -
I am not sure there's much help to give am afraid.
You can challenge the fine/s (PCN's) within 28 days. The fine is sent to the registered keeper so your challenge would have been you weren't the driver at the time/s.
Unfortuantely for whatever reason, you neglected to update your keeper details with the DVLA, which it's self carries fine of upto £1000, so your 28 days to challenge has passed, you missed the chance because of another, fineable infringement. TFL won't see that as a reasonable defense, sorry.
But saying that, there's nothing to stop you writing to them and appealing on the grounds that the vehicle was used without your consent. (like it was stolen)
You'll need to supply some evidence (in the case of a stolen vehicle, crime reference number, details of insurance claim etc).
I guess the best bet for the evidence would be a crime reference relating to your volitile relationship around the same time as the PCN's or one for taking a vehicle without consent.

Blue badge holders are not exempt from the Ulez, it's only cars registered with the DVLA as disabled and in the disabled passenger vehicle tax class that have been given a free "grace period" until 2025.
