A Letter before action is literally what it says. It is a letter from you to them informing them that if they do not rectify the problem you will then proceed to take action against them (in the form of court). It can be used by anyone against anyone.

In your case it will outline your problem (refusal to accept return), the part of the CRA that deals with that (eg right to return within 30days), it will offer a solution you feel is adequate (a refund) and will give a time frame for them to sort it, else you will take them to small claims. There's lots of templates around.
