Patch of grass...

Could you stick a very neutral and polite note on your bins (aimed at no-one in particular) requesting they're left on the patch of grass after collection and you'll move them away as soon as you get home? You could mention the safety issue.
Might work, might not, but possibly worth a try.0 -
Could you put all the bins away and await the complaint that their bins seem to have gone missing? You will, of course, return them having only moved them for safety reasons.0

One idea may just to widen the drive, on the other side by 1m for 6m, and then you can just store it on the other side or drive past it.
CCTV is pretty cheap...0 -
They probably think they're being helpful by returning your bins, a polite note asking them not to put the bins on your driveway might work. Mention that you tried their doorbell but no-one answered.0

It sounds more like the neighbours think the grass is theirs. Moving the bins only just back onto your drive does suggest they are making a point.
Our bin men love to block drives or leave a big cluster of bins in front of one house but it seems you have ruled out this possibility.
Can you put the bins on the pavement just in front of the grass?0 -
If you haven't ben abl to speak to them, why not drop them a note? Thankthem for putting the bins on the drive but ask that, as this obstructs the drive and makes it more difficult and dangetrous for you to turn in, pleae could they leave them on the graass, and that you will of course be taking them back in as soon as you can on bin day.
I agree with Warby that the neighbours may well be trying to make a point that they think the grass is theirs, or that they don't like that they are left there all day till you get home, but start with a polite request and take it from there. All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)0
