They do it for new applications too, they just make sure the supplied picture is of you.
I know, but as the OP's query is not about a new application, I didn't see any point in mentioning it, hence me only referring to their requirements for the renewal process.
Even with a new application, the photograph still needs to be countersigned by someone known to the applicant, something that the check and send process doesn't do.0 -

Not totally correct.
They don't have to be a personal friend (although they can be).
All that is required is that they know you well and recognise you from a photograph.
If you have a medical problem that requires you visiting your GP on a fairly regular basis then that GP might know you well even though you might not class each other as personal friends.0 -
I expect people down the street know who you are, even if you don't know who they are.0
