It is not a fine.
If I were you I would delete your whole post where you have repeatedly given away the driver's identity along with an admission of guilt from that person. Replace it with something like, please ignore, or posted in error.
Parking scammers read these fora. Where railway byelaws apply the driver can be held liable, and the owner may be liable. The scammers can only get the details of the registered keeper, who is not liable, unless someone is stupid enough to tell them the driver's or owner's details.
You have been advised to ignore this yet you have decided to tell the world who dunnit. Your honesty does you credit, but it could cost you a lot of money.

Are they 'parking scammers' despite being officially appointed by the rail operating company. Is every parking enforcement company considered a 'scammer'?
Surely if this 'fine' isn't legally enforceable I don't understand the need for anonymity.0 -
Why do you say this isn't legally enforceable?

Also if you have used your real name as your forum name then ask mse to change it to something anonymous
The ppcs monitor here and can use posts in your thread against you

Nine times out of ten these tickets are scams so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Luckily for you, yours is a fake 'PENALTY CHARGE' under byelaws (yet not...) not a parking charge on other land, and the former time out after 6 months and nothing happens. Indigo's contract does not allow them to take this to any court.
However, to do so, an actual Train Operator (e.g. Govia) would need to know who was driving, and thus we tell people NOT to blab about that, and stay in 'ignoring registered keeper' mode through all the ZZPS and QDR letter chain of scammery.Is every parking enforcement company considered a 'scammer'?
Parking firms ALL operate an 'outrageous scam' and to have that confirmed, watch the video of MPs discussing the Private Parking (Code of Practice) Bill in the House of Commons on 2.2.18. The entire industry plus both Trade Bodies were condemned unanimously as 'rogue' and out of control.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
