Delayed departure from London transit...

Asking for a friend:

Departure was from Canada, with a change of 'plane in London en route to Asia (one ticket). Delay in London is 27 hours and counting. Any change of EU compensation? (Neither airline is based in the EU.)

Sorry but without a lot more information it is impossible to say.
Airline(s) involved, routes, timings etc reason for delay?

Ticket Toronto to Mumbai, sold by Air Canada.

Toronto to London without problems; second sector London to Mumbia operated by Air India. Reason described as Technical Failure, but since it seems to have grounded another Mumbai-bound Air India flight it is unlikely to be a mechanical problem with a particular aeroplane.

claim would be against Air India for EU261 delay compensation (as your delayed flight is departing the EU)
you should be receiving duty of care during the delay, hotel, food etc

Even though it is just a sector of a trip that began outside the EU?
