I don't think the entire system has ever been down, but specific banks have had issues.

BACS is also used for direct debits, so if the system went completely down then I would mostly be fine as I never draw cash or spend on a debit card. However if one bank goes down in such a way that your DD get paid but your income doesn't arrive then you are going to get issues. If CHAPS also goes down then not only would you not be able to receive your salary, you may also not be able to transfer money in from your emergency pot.

I think any loss that isn't your fault would deserve a reasonable amount of compensation from a complaint though, TSB paid out £150 to anyone who raised a complaint when their systems went cuckoo.

My local council tax can be paid over different dates, however if they are being that awkward elect to pay via standing order, only snag is you may have to pay a month previous and you need to set up each year when it goes up. My council tax can also be paid via their website with a debit card too.
TV licence like DVLA will only let you pay on the 1st.
