Hi there
I've read the Newbie thread but not sure how I can appeal (at 26 days) based on the situation.
I found a UKPC parking charge on the car windscreen this morning from a parking situation yesterday.
The car was parked to pick up a child from a class. Lots of signs saying "no parking without permit". No evidence of parking attendant but the area was busy with Bank Holiday bars and drinkers. The class was meant to finish at 5.45 but overran until 6.03. Parking charge was issues at 6.01 and photos on website timemarked at 6.02.
Ridiculous £100 charge or £80 if paid within 14 days.
Given the signs for no parking without a permit am I still able to appeal?
Any advice please!

Of course you appeal, the newbies thread tells you what to do, all the what happened on the day, bars being full, etc., is totally irrelevant, the blue appeal is the first step for every case.0

Nine times out of ten these tickets are scams so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

So do I just copy the template word for word including overstaying and PDT machines !!? Eventhough my PCN regards parking in a permit holders only car park and there is nothing in there that mentions that?

Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.:
- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.
- in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date.
Formal note:
Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future.

Yep that's it, it's a template appeal, it won't get cancellation they won't cancel what ever you say, they aren't really interested in anything that stops them earning money.
Send on day 26 for reasons stated.
They will send you a template reply with a POPLA code.0 -

I've just realised that the issue time and first time seen were exactly the same and therefore didn't give a grace period to read the notices and decide to leave. Do I leave that for a later letter?0 -

Ok. So I sent the template as a reply to UKPC on 26th day and just received this email. Not sure why it says they don't know the keeper as the template doesn't say I don't know the keeper! So assume I just ignore? Do I still have to wait for NTK (are they late in sending?) and code for Popla?

If UKPC is not provided with the full name and serviceable address of the driver, we may have reasonable cause to
obtain details of the registered keeper; and may hold the registered keeper liable in accordance with Schedule 4 of
the Protection of Freedoms Act 2012.

post to the address overleaf. Please ensure that if writing to us by post that you include the parking charge
reference number and vehicle registration.
The parking charge has been on hold whilst under appeal and may be settled in full at the reduced rate of £60.
