I have added an sat view of the parking area:
The Yellow box indicates the sign on the entrance to the car park, the red and blue boxes indicate the tariff boards. Both are not very easy to see especially the blue one what is almost impossible to see.

Oh OK, so the first PCN was the postal NTK in early April from TPS. The wording and dates on the TPS NTK look to be compliant with the POFA, so that NTK can hold the keeper liable.
You really should have simply covered that numberplate to avoid such scams. Get into the habit on private land, you do not have to hand over your car data (and thus the keeper's data) on a plate. You have to whip the bag/sock off the numberplate swiftly once back on public highway of course, as you MUST display it there.
People should always do this when visiting hospitals, cinemas, supermarkets, retail parks, and leisure parks. If the British Public woke up and realised this then ANPR scammers on private land would just die.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
