I can assure you that the materials cost would be substantially greater than £80.
I would consider that, outside of London, approximately about £400-450 would be a fairly standard price for this. Greater numbers of circuits; remedial works e.g. main protective bonding conductors to be installed; all RCBOs to be used instead of RCCBs and circuit breakers etc. would all increase the price (some of these things substantially).
On the face of it I wouldn't consider £695 in the London area to be by any means outrageous, but of course none of us are actually familiar with the installation in question.0
