They can cancel a PCN, albeit after POPLA P/Eye will probably want £30 - £60 paid. You should have complained earlier, long before trying POPLA.
Remind the restaurant to read their ParkingEye 'User Manual' which gives them an email especially to cancel ANY PCN.
All retailers get a User Manual for that reason.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would go back to the restaurant and mention the user manual to the manager as advised.
If they are still unhelpful tell them you will complain to the CEO and report the manager’s lack of help to a genuine customer.

So far I’ve been using the overall brands customer relations guys. This is the second response I have received:
A member of the Guest Relations management team has reviewed this case and has confirmed that the restaurant has no power to cancel parking fines themselves. You are more than welcome to call them and inform them of this as they may be able to help in some way however, ParkingEye have the final decision. The number of the restaurant is 000000000. I completely understand your frustration and I’m more than happy to send along your feedback for evaluation so that we can look into whether guest experience can be improved by changing the way this system works in any way that we can.

So, go back to them and insist they tell their AGENTS to cancel if they want you, your family, your friends to spend further money with them in future.

You need to be dealing with the manager of the pub/restaurant or the CEO. Customer disservices probably have no idea what they are talking about and are probably going by what parking lie have said, not what's in the contract between the pub chain and the scammers.
Hit trapadvisor and the site's own website etcetera with negative feedback stating you have been scammed and the pub/restaurant team have helped you make up your mind never to go back there, and to warn everyone you know about this scam.I married my cousin. Would this be Whitbread ( owner of premier inn/brewers fayre etc)?
Have you reminded them that they are jointly and severally liable for the actions of their agents ( parking eye)
Also should there be a breach fo teh GDPR regulations then a person at Whitbreads could be held personally liable.
