Letter from dcbl

Hello sorry for posting a new thread I've tried to read all the information and cant take it in I have got learning difficulties.
I'm hoping you might be able to give me some advice.
I will try and explain my situation-
My car is registered to my mums and dads address.
I haven't spoke to my family for 5 years, I've recently started to speak to one of my brothers that had moved back in with my mum and dad.
He gave me a letter last week that came to my that address.
The letter is from dcbl regarding owing vehicle control services limited £100 + dcbl £60.
It doesn't state when or what it was for.
My brother has spoke with my mum and dad and they have said some letters have come and they sent them back return to sender.
From what I can understand its probably for a parking.
All I can think of is 2 years ago I had lost my job due to being I'll and a 3 or so friends used my car as I wasn't using it and one of them has probably been fined.
Is there any way I can fight this as I'm just the vehicle's registered keeper?

Does the letter talk about a COUNTY COURT JUDGMENT, like this one:

or is it a debt collector letter exactly like this, with just a threat of court?

Then you can continue to ignore at this stage.
But going forward, are you still on the Electoral Role at your parents address? Or at any address?
There's a possibility that if you keep your head down for another 4 years they won't be able to trace you and issue court proceedings

Then read the pepipoo thread I linked, it's the same as your case.
However, I'd say you will need to email VCS a rectification notice, telling them to erase your old address and update to the new address.
It is unsafe for you to let VCS possibly start a court claim to an old address, so you MUST email them the new one.
You can find their data concerns email address by Googling VCS parking privacy and the SECOND Google result is a PDF - their privacy statement - which gives you the email address to send the new address to.
Then the letters will all come to you quicker, and you MUST come back here if you get a Court Claim N1, that looks like this one from their sister company Excel:

See that claim form? Do not ignore that. Come back here if so.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm not a lawyer, and also no expert, but I am pretty sure that a court claim cannot be started against a person using an address that they are not registered as being resident there.
By that, I mean your parents address.
Coupon Mad's advice is good, (as always
) but I see a possibility here - depending on your home life/circumstance - of dropping off the radar and remaining untraceable, so that a court action can't be taken.
The hidden implications though are that your vehicle has insurance complications by being insured at an address you do not reside at.
Should an incident resulting in a claim arise, the insurance company might not pay up, or even a regular police stop might result in the vehicle being impounded if they decide that the vehicle is technically uninsured.0 -
Thanks for taking your to reply and for your advice I'll report back here if it goes to court thanks again.0

If LBAs go to the old address, followed by a claim form from Northampton CCBC, which are both ignored, a default judgment will be issued due to defendant failing to attend!0

Best if the home owner doesn't ignore letters to his/her address then, eh?
It's up to the home owner to protect the interests of an owned property. If it were me, I wouldn't allow a CCJ for someone else that has no connection with the property to be registered and put credit ratings etc for the property on any 'blacklist'.0
