Your best off speaking to the council to get clarity.
Not meaning to be rude but before proceeding with RTB I assume you had considered the fact that you will no longer get all repairs and maintenance paid for and you will be responsible for all these costs going forward?0 -

24. My home is in a state of disrepair. Will the council fix it up before I can buy it? Your landlord is required to maintain the property in line with the terms of the tenancy agreement. However, there’s no requirement for the landlord to repair the property because you’re interested in buying it, and most non-essential repairs will stop once you have submitted your Right to Buy application.0 -
I'd have thought a water leak from a boiler was classed as essential.0
