You would only ever need to submit the reading which showed the total kwhs reading .Freetime shows the total units used in the free 8 hrs, then the units used outside the free 8 hrs along with a total of the two which is the one you need.
After a recent mix up, I'd checked someone's bill for them and the smart reading that BG are using for billing is rate 1, so that's what should be used, not the total kwh, as otherwise you will then find yourself paying for all those previously free hours?

Total = standard units + freetime
    Rate 1 = standard units
    Rate 2 = freetime units

BG should reconfigure the smart meter which was previously set for freetime tariffs the very instance anyone changes from either freetime tariff with BG or switches supplier. They do not want or need any other readings on the smart meter other than total kwhs .
It is not like an Eco 7 meter where the three rates are set in stone due to the meter wiring and always have to show r1/r2/ and total kwh even if being billed single rate tariff.

BG call centre can change the freetime tariff details in seconds by an OTA update on the meter.. They do it when someone moves to freetime and should revert to total kwh s only when they leave.
