Thanks everyone, I've found the general manager on linkedin but can't find his email address anywhere.
We were there for 1:31 over the time limit, as after we had bought snacks and waited for the full end credits we then went over the road to McDonalds to grab something to eat.
I'll go with the CEO email, and maybe use that email format to contact the general manager0 -
This is the response from guest relations:
I am sorry to hear that you have received a fine from Parking Eye following your visit to ODEON Blackpool.
The car park outside Blackpool ODEON is now privately owned. This is due to the fact it is a car park utilised by visitors to the cinema and other retail, food & leisure businesses based on the site.
Since the car park has been operating under Parking Eye, any guests attending any of the outlets on the retail complex on Rigby Road are entitled to free parking for up to 3 hours. If guests are to be staying longer than 3 hours, they are required to enter the registration number of the car into a machine within the venues themselves.
This is something we endeavour to make as clear as possible to our guests, and we do have signage at our box office and within our entrance to remind guests to put in their registration details. I will be sure to pass this feedback onto the General Manager of the cinema so we can be sure we are doing as much as we can to inform our guests. There is also a notice on the web page for ODEON Blackpool to this effect and also states if the visit is to exceed five hours, a cinema host is to be informed.
We have found the best way for our guests to clear these fines are by following with appeal process on the back of the fine. As long as you are able to provide proof of purchase at the cinema, such as the cinema ticket itself they are normally absolutely fine to clear the fine.

Could you ask the Odeon Manager to get out their copy of the 'Parking Eye User Manual' (a manual that ALL ParkingEye retail/hotels/cinemas are issued with when this parasite is imposed on their innocent customers) and please use the email provided to cancel my PCN, number xxxxx/xxxxx. Then please confirm to me this has been done, or just copy me in using email address xxxxxxxx@xxxxx.co.uk.

The car park is owned by the landlords of the retail park and not directly by Odeon, and so as such I am unable to waive these myself.
On the back of the letter that you received are the contact details for Care Parking - what I suggest you do is to appeal to them via the email address on there (appeals@careparking.co.uk) providing all of the information that you have sent to me, particularly the booking confirmation that you have attached. If you have any additional details such as the card payment details, I would suggest to attach these too.
If you encounter any issues with this, please feel free to contact me again and I will help as much as I can.

Hmmm, so how about using that General Manager email attached to your appeal to Care Parking and use the NEWBIES thread template, adding a point that the Cinema is taking an interest in the outcome, and the complaint has also been escalated to the Head Office of the Odeon nationally. And attach the General Manager's email, as proof that they are watching and waiting for the outcome.

Here's what I was proposing to send to Care Parking, or should I just use the template?
Dear Sir or Madam,
I am writing to you to appeal against a parking charge notice at Blackpool Odeon Cinema.
On 28th April I attended the Odeon Cinema at Blackpool to see the 3D viewing of Avengers Endgame with my 3 children.
We were extremely excited to view the movie and went straight in to collect our tickets from the automated machine and to purchase some drinks and snacks.
Since viewing the movie I have received a parking notice for the Odeon car park, requesting that I pay £60 within 14 days or it will increase to £100.
I have contacted and spoken with Mr Phil Towers, General Manager Odeon, who has advised me to provide you with my booking details and also my credit card transactions to prove that I was a paying customer at the retail park. He stated that once you have this information you will be able to arrange for the charge notice to be waived.
Please find attached copies of my booking reference and also additional transactions that were made at the site.
I look forward to your prompt response on this matter.

Apparently, the Odeon has received a large number of complaints due to the arbitrary time limit not being fit for purpose for a cinema location. This is your omission and unfair term, not the fault of the cinema, and your operation is causing misery to cinema-goers and putting families off returning. Kindly restore my faith and allow us to return to this Odeon in future by cancelling the unfair charge. The fixed time limit and process for allowing more time for cinema-goers requires an urgent review before you drive everyone away, and you are removed from the site.PRIVATE 'PCN'?
