Hi all,
I have read the FAQ so hopefully I'm doing this correctly.
I received a charge stuck to the front of my Moped back in February, the driver parked the moped under a covered goods entrance to some flats well out of the way whilst delivering something (They were only gone ten minutes or so)
The charge was initially for £60 and the card says it is not a PCN.
The card has a "Serial No." Which it encourages me to type into their website to pay the fine, HOWEVER this serial no. is incorrect (I know this as what's written on the piece of paper differs from what is on the letters), as there is no appeals process on their website or phone number besides an automated payment line I chose to ignore the notice thinking that if they were legitimate they would contact the DVLA to get my details.
The problem is the company have contacted the DVLA, and they have sent me 2 "Demand for payment" letters, however these letters were not sent to my DVLA registered address (They were sent to my old property)
I have just been handed the letters by the tenant who now lives in my old property.
The letters show a photo of the moped's registration plate, and then a photo from outside the covered goods entrance this second photo is so dark you cannot even see the moped.
The charge on the demand for payment letters was first £100 and on the second letter is now £160. I still have no means to appeal this and am basically waiting for them to issue me a court summons at this point as I don't see what other option I have? (Although they'll probably send that to the wrong address too!)
I have had my correct address registered with the DVLA since July 2018, this charge was issues in February 2019.
Any help would be appreciated greatly! I'm going to try to contact the landowner (As I actually live in the apartments next to where this occurred I technically live on the land too. So I'm hoping they will be able to contact MPC.co.uk for me to cancel the charge. However I don't even know where to send any letters.

However I wouldn't know who to address it to, or even who the landowner should address correspondence to.

Because they have given me a notice with an incorrect serial number so my hands were tied from the get go,please read my post instead of telling me to read something which I've already said I've read, I need to know what I should do in light of their utter ineptitude.0

Did you inform the DVLA of the change of address for both your driving licence and V5? These need to be done separately and can result in a real penalty of £1000.
Check the address on your V5.
Since the scammers have convinced the SVLA that the card is not a PCN, but an advanced warning, the difference in seral numbers is irrelevant. Appeal the NTK as per the NEWBIES if you haven't already done so, even if you are outside the appeal window.
Send an SAR to the scammers and complain to your MP about this unregulated scam.
Delivering is not parking as determined by at least one judge. Look up Jopson vs Homeguard, especially paragraphs 19 and 20.

Also contact the person for whom the delivery was being made and ask them if you may look at and possibly copy their lease to see what it says and doesn't say about parking, parking permits, visitors, and delivery vehicles.
Explain that the driver won't be able to deliver there again if you can't get this cancelled, and the resident may have problems with deliveries from other companies as well.I married my cousin. I had to...I don't have a sister.

Nine times out of ten these tickets are scams and will fail in court so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

I didn't inform the DVLA of the change to address for my V5, do you really have to do this separately?! I did inform them for my driving license and assumed they would assume that the vehicles I own are moved to my new address, what if you have multiple vehicles do you have to update the V5's for each of them?!
I've got a contact for the landowner so I'm going to speak to them today and see if they would be willing to reach out to the cowboys and tell them to cancel the charge for me first but I will follow up with an NTK appeal too.

Yes, you really do have to tell the DVLA about a vehicle change of address, for every vehicle registered to you, and it really could result in a £1000 penalty for each failure to do so if you aren't careful!
The driving licence shows the address where you live. The V5 shows the address where the vehicle is registered which can be completely different for many reasons.
This is why you never got the NTK at your home address.
Get the V5 address or change of owner updated asap if you haven't already and hope you don't get slapped with a £1k charge.
Always go for a landowner cancellation. Explain that you won't be able to make any more deliveries to that location if the charge isn't cancelled. If this is something you will continue to do, ask if your VRN can be put on a whitelist(exemption list) by the landowner so you don't get any more PCNs.I married my cousin. You really do need to inform DVLA of your new address, although difficult now you've sold the bike! However, you should inform the PPC of your address for service. You do this by sending an e-mail to the DPO at the PPC. This is normally found on the privacy page.0

Thanks again for your replies, I can see why the address could be different from where you live so that makes sense, I do actually own the house (still do) that the V5 was registered to, I just didn't live there so not sure how that would work around DVLA fines, I did get the letters from my tenant, just later than if they'd have been delivered to my residential address!
I'll update later once I've spoken to the landowner, as I'm a tenant on the land I'm hoping that they will be understanding/lenient,
