How to prevent residents putting rubbish in my new wheelie bin

this shows you what does go on in some areas.
Mother in laws area charge extra for garden waste, they have a small brown wheelie bin, if they wanted to pay they have a plastic label to show they paid stuck on side bin.......MIL has paved areas so didn't bother, lower down there garden waste bin has disappeared twice.
Council suggested that there stick a notice on bin telling bin men to check license in front window.............0 -

It's a bit pointless stealing a garden waste bin that you have to pay a yearly sub for as the council only empty them from the addresses who have subbed anyway. Unless they are stealing the bin for other uses.0 -

I've seen loads used by the equine community for tack and feed. (i'm not saying that the ones I've seen were stolen) Also seen them at a fishing lake where they are used to transport tackle from car park to waters edge. There are lots of uses for wheelie bins.0 -

But if you haven't paid and get a bin with a valid sticker on it'll be emptied without you paying.0 -

No because even if it has a valid sticker, they won't come round to your house to empty it if you are not on the list. The council here only go down streets who have the garden bins, they don't go down every street looking for them regardless.0 -

How do they know which house the bin has come from? Round here they do every street and empty bins with a sticker.0 -
