    Some PPCs try to charge you from the moment you enter the car park but several such claims have been thrown out by judges, read this.

    Was their a post with steps to navigate through the POPLA site, or is it pretty straight forward, appeal through appeal "other" to allow supporting documents?


    when submitting my appeal PDF, there are other input boxes, these can be left empty correct?

    The website is very clunky but easy enough, once you know to submit it under 'other' as a PDF (and a silly little 'bin' icon appears to show your uploaded file, but you can't check it's the right one!).

    The website looks like this as shown by the Parking Prankster:

    and you get emails to tell you about your password and later, when the evidence is there for you to comment on.

    'Not relevant land' is only worth including if this was a byelaws site like a station or harbour/port, so where was it?

    I would remove the ones crossed out as they mean nothing:
    1. The entrance signs are inadequately positioned, signs in this car park are not prominent, clear or legible from all parking spaces and there is insufficient notice of the sum of the parking charge itself upon entry to the car park

    [STRIKE]2. The charge is a penalty, breaches the CRA & is not saved by ParkingEye v Beavis[/STRIKE]

    [STRIKE]3. The ANPR System is Neither Reliable nor Accurate[/STRIKE]

    4. Grace Period: BPA Code of Practice–non-compliance

    5. No evidence of Period Parked - NtK does not meet PoFA 2012 requirements

    6. The signs Fail to clearly inform of the enforcement of ANPR and to clearly warn the drivers of the intended purpose of ANPR data

    7. No evidence of Landowner Authority - the operator is put to strict proof of full compliance with the BPA Code of Practice
    ...and I would move #7 up to be #2 as it's important.

    DO NOT RUSH to submit this as it's not there yet.

    You have up to 32 days to use a POPLA code (honestly, please don't quote the POPLA website at us, as some do! It's not 28 days only).

    How are you explaining why it took so long to pay?

    This needs to be crystal clear in your Grace Periods point. Go into detail, for example did you have to faff about to get a signal then register for the first time to use their clunky app that took 25 minutes to actually complete for the first time?

    Stop trying to do POPLA tonight unless it's day 32!

    oh no way, I can not believe my luck. I had just saw Keith's messaged, went back to the POPLA site, submitted and refreshed this thread to thank Keith when I saw your message.

    The PCN stated I had 28 days, which I completely forgot and had been stressing out of my mind the last two days. ... It's submitted now, should I just let it go and not stress about it..

    If not, at comments stage you will have to try to explain why you took so long to pay, and hope that's enough, because that's your sticking point.

    Okay, CEL have submitted their appeal. With my comments, is there specific details to include or simply my explaination of why it took too long/unaware of the terms upon entering the car park?
