    A big issue about not a lot.

    The airport tax is vastly more expensive than a 50p surcharge so another non story
    Never under estimate the power of stupid people in large numbers

    ...key recommendations are:
    • Proposals for a new flight protection scheme costing up to 50p per person on average

    They can just collect it through adding extra 50p on airport tax
    I doubt if anyone actually bother about extra 50p if they are rich enough to fly.
