Land Registry AP1 form query

Hi All,
I apologise in advance if the below question has already been answered before, I did search for the last hour with no luck!
Situation is my father in-law (non UK citizen who has never lived in UK), owns a flat with no mortgage that me and my wife have lived in rent free for last 10 years, he now wishes to transfer it to my wife so she's the sole owner of the flat.
I fathomed so far with help of the folks at land registry, that my wife and father in-law need to complete ID1 forms each, my father in-law needs to complete a TR1 form for the transfer and an AP1 needs to be submitted with the above all together.
Now the bit that's lost me, firstly with regard to the AP1 form who fills that out? and secondly who is the applicant (section 6)? is the applicant the transferor or transferee or both of them?
I would greatly appreciate it if someone could clarify this for me.

Your wife is the applicant as she is applying to have the property transferred into her name.

another quick question, section 3 completion date, can this date be same as in section 12 Execution, transferor signature and date, and witness signature and date? or should set completion date for few days after the transferor and witness have completed their parts?

You don’t normally date the signatures.
The completion date will be the date the property changes ownership, so will be the date insurances etc will need to be set up for.0
