Was the car parking private or council-related? I don't understand how your name got into your brother's fine. I suggest you contact the company that issued the fine, then try to trace where the error was made. Once you know who made it, you can get a better idea of what options you have.
Usually car park fines are issued to the owner of the vehicle. Either there was a mistake at MOT level (ie ownership of the car), or at council level when the PCN got transcribed.Your cholesterol levels are not seen, or used, by your heart and arteries, so ignore it.

With just the same initials and different address its weird the bailiffs end up looking for you. Something most of associated you and your brother.0

I've had bailiffs coming to my address asking for money and it is showing on Experian also as being mine.
No, they haven't. You need to understand how these things work. Bailiffs act on documentation provided by the court - not data provided by a credit reference agency. They are not after you, they are after your brother and this should be a simple matter to clear up by showing them your proof of ID.
As for the CCJ being shown ion your credit history, this is a case of miss-matching - no doubt partly caused by the similarity in names. You have already been advised on how to correct this.,0
