So I assume my next step is to go to someone higher in the hospital? Someone in a more clinical or executive role? As the chap from the private company made plain he will not instruct PCNs to be cancelled, that would have to come from the hospital.
I have found emailing the CEO of an NHS Trust has worked when I've helped people before. I'd be pointing out how dismissive and rude the staff have been and their disregard for:

    - the NHS car parking principles, such that you suspect they've never read them,

    - the Equality Act 2010 & Mental Health Awareness Week, due to the distress

    - the Data Protection Act (you specifically forbade the driver's identity to be shared with the parking firm and the man refused - that's illegal). They cannot share data with other companies.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It might be worth sending an FOI request to the hospital to see the contract they have signed.

More specifically who have they signed it with?

Got a relatively positive reply from somebody very high up. Let's see what they come back with.
