    Switched the wee receiver from the back to the front of the computer, it seems ok so far (touch wood).
    Plus I just got a bug fix update for Windows, who knows if that was in there. Thanks for the suggestions. :)

    It'll be updating. Just because you bought it a few weeks ago doesn't mean there haven't been any updates since the image file used to do bulk installs of the OS was created. Chances are there are at least 7 months of updates as the latest image file they're likely to have used will be the stock October 2018 release. Depending on when that model was first released you could find that the image file they've used is a couple of years old so you have a major point release to update to.

    Go to Settings, System, About. If the version isn't at least 1809 and build isn't at least 17763.x then you're not on the latest version and it'll be doing updates. If it is on an earlier version than 1809 it'll be a significant one with a large ~4GB download.

    It's ok, it wasn't updating. I installed Windows 10 on it with latest media creation tool, it didn't have many updates, and all were done on day 1.

    Still stutter free, switching the receiver to the front seems to have cured it. Such a simple fix for such an aggravating problem.

    I have had such issue with my mouse when 3G/4G data enabled on my cell phone near me.
    It's a some kind of frequency interference.
