Received PCN from Uk car park management CPM

I would need help to guide me what to do, yes i have read the newbie but i still dont know what to do.
I received PCN from CPM with pictures of my car parked at No Parking Outside of a Designated Area. But the truth is i was in the car when the picture is taken, when i asked him why is he taking the picture and told him i was waiting for a car space to become available to park. He nod and walked away without saying anything. I assumed that everything is okay until i received a PCN.
The only way to appeal is to write a letter to them, no email address given. Also it is addressed to the keeper which is not me.
Please advice of what i should do.

The keeper need s to appeal using the already written for you blue text template appeal to be found in post #1 of [URL="https://forums.moneysavingexpert.com/discussion/4816822NEWBIES FAQ sticky thread[/URL].
Send it without change - no additions or alterations needed.

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.:
- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.
- in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date.
Formal note:
Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future.

YOU should not be dealing with it nor opening the mail addressed to somebody else
YOU have not received the pcn , the keeper received it , plus it is NOT YOUR CAR EITHER
the person named on the PCN should appeal it as KEEPER with that blue text template
the PPC will refuse the appeal (turn it down) - they always do
so the KEEPER needs to read about IPC members in that NEWBIES thread, to see about the IGNORE stage after the initial appeal has been made in their own name as keeper0 -

What i understood from your reply is that, he( as the keeper) should send the letter (hard copy) via royal mail. I read that, the letter should not be sent as recorded? Please advice on this. Would i not need the proof of delivery.
Since they took the picture of my car, isnt that already their evidence?

Please post details of the car park where the alleged transgression took place - there maybe previous threads regarding this location.
Also the date of the event and the date the postal PCN was received.0 -

No you do not need proof of delivery. Do not use any service that requires a signature upon receipt. All that does is give the intended recipient the opportunity to refuse delivery - not quite what you want.
Send the thing by standard First Class post, getting a free Certificate of Posting from the Post Office counter, and it is deemed delivered two working days later - unless proved otherwise.0 -
it was at Vista Centre Warden TW4 6JQ, received first letter on 15th March ( didnt open the letter), second letter 15th April ( 28 days to to pay)
date of event is 13th March.
will post the letter as advised0 -

I need to clarify few points here before sending out this letter.
1. the letter sent to me clearly said NO Parking Outside Designated Area and not PDT machines or not overstayed parking. Do i still send the template letter suggested to me earlier on since it didnt mention anything about parked outside the designated area.
2. the picture taken clearly shows my car parked at the sign post ( i was in the car waiting for space)
