Quick update guys I got a reply.. well what do you know the appeal has been rejected.
They did mention 4 points in their reply:

1) denying liability and contractual agreement

2) no admissions to who was driving
3) I requested evidence and an explanation was given
4) evidence must include a grace period agreed by landowner.

It was a long hefty email, i must admit i was a bit scared after reading it.
should I just proceed to email the email they provided (councils email) to move onto stage 2... again with the same exact template as the first stage?

Yes, remembering with confidence, that you will win at POPLA (stage 3) as long as the driver is not divulged because Wing can't hold the keeper liable on Council land as it is nor 'relevant land' and the keeper liability rights in the POFA do not apply.

The appeal only allowed 2000 characters, I was able to fit barely anything.
I supplied a lot of photos backing up the fact that the signs were not even visible.
I also used the 4 points OP has talked about however couldnt really expand on them due to the character limit.

Well done.  Thank you for feeding back your resul. Feedback does keep the regulars motivated here, otherwise without it, we would have no idea whether we are having any impact. 

On what point did POPLA find in your favour please - it can help others in the future?

If (back last March) you were talking about POPLA stage only allowing 2000 characters you are wrong and that's fully covered in the NEWBIES thread. 

I wish people would ask, if they haven't read the NEWBIES thread properly and somehow think the webpage stops a proper POPLA appeal, which clearly it doesn't otherwise we wouldn't have done several-pages-long POPLA appeals since 2013!  No idea why this gets said when we coach people how to do a POPLA appeal.

You got lucky though - and well done!

Wow, yeah i went back and read it again and I must've missed it out.
I obviously got lucky, but i did stick to the not stating who was driving/plenty of photo evidence showing no markings/bad signage.

Same as OP's appeal, modified to fit 2000 words because I as unaware that you can upload your own PDF with more than 2000 words. I included the main points as OP, attached loads of pictures showing bad signage/road markings/parking bays. Also be sure to not say who is driving throughout the whole process
