IMO, (and I have been a landlord for over 40 years,) these scammers lower resale values and prey on residents, I would look elsewhere.

Worth pointing out those threads are about HAs. I assumed, possibly wrongly, that OP was talking about a private estate. While how it works and the rules will be broadly similar there are, as emanresu points out, differences.
