Temporary Exemption Notice from new HMO licensing in my area?

I've been letting out my terraced house in Bristol for a few years, before which I lived there myself. I have very good agents who manage it for me.

I've just got a letter from the council about a new licensing scheme covering all of central Bristol. Apparently its due to so many dodgy landlords letting un-livable properties. Which is a shame for those of us who aren't doing that.

So the licensing scheme comes into effect in July. I am planning to move back in to my house when my current tenancy agreement is over, which is March 2020. This 5 year license would cost me £1400 + all the works like emergency lighting, certificates etc that they require. And they say that it may take many months to process the applications and for you to receive your license. So even if I did apply it's very likely I wouldn't even get the license until after I'd moved back in, making it a huge waste of time and money for everyone involved.

I emailed the council for advice and they said it could be possible to get a Temporary Exemption Notice (TENS). Apparently this can give. you 3 months exemption, and you can apply for another 3 months exemption, so 6 months total.

I cant find any info about these TENS on the Bristol council website. Does anyone have any experience with these Temporary Exemption Notices?

Apparently they can be hard to get, especially the second extension without a very good reason. But one website said they are much more lily to grant it if the landlord has been inadvertently caught in a licensing scheme. Which is what has happened to me. This license just got approved during the middle of my tenancy and now I want to move the tenants out and move in myself, but I can't evict the tenants before the end of their tenancy.

I'm a bit worried about it all, as the council hasn't been that helpful, and I cant find all the info I need. And to pay possibly £2000 for a useless license and all the works that I won't use is really stressing me out!

if anyone has any advice or can point me in the right direction please let me know
