I was having this problem with Plusnet, They were throttling me back although they will alway’s deny it, after my accusation it went back to normal within an hour, funny that. All ISP’s do it. Use online BB speed testers save the results and hit them with your findings."Imagination is more Important than knowledge"0

Presume you have ruled out malware on the system ? , and have logged on to the router to make sure no unrecognised devices are connected ?

Proper ISPs don't, but proper ISPs don't do deals or offer cashback either.
