strange reply from stage 1 appeal

Hi all,
I recently appealed as owner of vehicle against a windscreen pcn, waiting the 26ish days to do so and using template on newbie thread. I just received the following response (by email).

What concerns me is that they will use it to not give me a POPLA code. Any advise on how to respond?

Thank you for your correspondence. Unfortunately due to legislation and regulation we may only consider appeals from the driver, the registered keeper
(where we have obtained their details from the DVLA) or third parties where we have received written authorisation from the person liable for the charge notice.
In order for us to consider your appeal please ask the driver to send us a letter authorising us to consider your appeal on their behalf. The letter should identify them as the driver and include their full name and full address. It should also include the vehicle registration mark and the charge notice number. This may be emailed to (email), uploaded to (website) or posted to the above address.
Please note if we do not receive this information or an appeal from the driver within 28 days of the charge notice being issued we will request registered keeper details from the DVLA and send a notice
to the registered keeper.

    MET Parking. Do I just ignore it? Or respond asking directly for POPLA code?
  • No you do no more with the parking Co , you await the 35 days and if one is not received you complain to the BPA , including a copy of there letter

    Just to clarify is that 35 days from issue of windscreen, or 35 days from day 28?

    and if you get an NTK through the post , appeal AGAIN as KEEPER of the vehicle with the same blue text template as before, using one of the methods they describe on that postal NTK

    I say send a complaint to Steve Clark at the BPA right now:

    steve.c@britishparking.co.uk

    because MET are not allowed to refuse to consider an appeal from the keeper at windscreen PCN stage. A keeper is perfectly entitled to appeal.

    Remind Steve Clark of the BPA and DVLA's stated position on this:

    Did you use the term ‘owner’ in the appeal, changing ‘keeper’ to ‘owner’?
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
