Well i'm just off the phone to my freind. She rang BT at midday to find out exactly when the Engineer would be around. Bt said, he has already been he only needed to go to the mast and switch her on. The BT line was installed when the houses were built. What she is paying for is being a 'new customer'

A short length of line "was installed when the houses were built" for convenience but not connected to the network.

She is paying not only for the physical telephone line to be connected but for access to the BT telephone network (which has to be installed/maintained/expanded and updated) and the ability to make/receive calls to anywhere in the world.

Well before the engineer arrived today, since friday she was able to make/recieve calls anywhere in the world and was also able to receive BT broadband.
Maybe she should have cancelled the engineer and continued making/receiving calls and signed up to BT broadband, i wonder what would have happened then.

You seem to have forgotten post #4
This is called a 'soft-dial' line, and it does not allow any chargeable calls. The full cost of installation still has to be paid by the first time user. Currently this is £124.99, (with BT).
