Received NCP PCN from ANPR Carpark through post

Hi,

We received a NCP PCN through post.
We remember putting in 4 pound coins into the machine and having to input our car registration in the keypad but it just went straight to the initial start screen for payment after doing all that.
Didnt receive a receipt or ticket to display, it was one of those ANPR car parks in Dundee, Scotland.

Now have received a NCP PCN through post yesterday and not sure what we should do if pay the 60 pounds.
A bit miffed that we did pay but they gave no receipt or have no evidence to show we paid, surely its a con?

How do we proceed?

Apologies in advance if we should have read other posts but couldnt find similar posts to my case.

    You need to be reading the NEWBIES FAQ sticky thread.

    In the first post on that thread you will find:
    Q - ''I'm in Scotland/NI, so is the advice different?''
    The answer to that question will help you immensely.
  • It's Scotland, so ignore it. There is no keeper liability in Scotland. They can only pursue the driver. They don't know who that is. You are not going to be telling them. Which means editing your post to not even suggest who was driving.

    You DO NOT go telling them this which blabs who was driving - eeeek!

    Yes, it's a con. Ignore them.

    If you can find out whose land it is you can complain to them to cancel it (without saying who was driving of course).

    The NEWBIES thread tells you all of the above already...

    It is a scam, ignore and complain to your MP, hey are familiar with the trick these ex clampers try to play.

    On 15th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

    Until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    Obviously, it's Scotland. This advice has not changed in a decade, albeit stupid Scottish MPs are apparently planning to inflict 'keeper liability' North of the Border in a Bill - but it won't be retrospective.

    There is no need to ask - this is simple. The NEWBIES thread tells you to ignore but complain to the landowner/retailer, without saying who was driving:

    Thank you for the advice,
    I read to reply to the landowner/retailer but this is from NCP and is their carpark, not a retailers carpark.
    So just to confirm, do we complain to NCP with a complaint letter?

    In Scotland IGNORE THE PPC.

    This advice will change in future if Scotland relaly are stupid enough to introduce keeper liability for parking on private land, as is threatened.
