    Reply and say that you know they contracted CEL but the point they appear to have missed from their understanding of the contract, is that it allows landowners to cancel PCNs.

    Say that you want them to exercise that right.

    It is untrue to say they ''can't'' or are ''unable'' to, as you know that standard CEL contracts (shown online by victims of the same sort of scam) say they can.

    Also, remind them that this is not a fine and that CEL are providing no service.

    Thanks Coupon-mad, I have sent a reply raising the suggested points. I have also asked them to confirm whether they have checked their records for the payment that was made.

    Unsurprisingly, I have received no further response to my last email to the landowner.

    My POPLA code expires 30 April so I plan to submit my appeal later this weekend. I have tried to emphasise the fact that the driver was a genuine customer (evidence of a transaction included) and that the spirit of the parking terms was always adhered to (failing to submit the vehicle's registration was effectively an administrative error). Neither CEL nor the landowner have submitted evidence to the contrary.

    Have you read the daheem24 thread and the decision from POPLA which deems CEL signage to be insufficient? Use that if the CEL signs in your case are similar.

    I will add a section to my appeal regarding the precedent that decision sets (the signs are similarly illegible).

    I've added some text with respect to the successful appeal against CEL by daheem24, including a quote of the assessor's conclusion. See updated link in post #14 (page 7).

    I plan to submit the appeal tomorrow evening, so any further comments up to that point are welcome.

    Why not post the whole appeal in one file on Dropbox rather than individual pages, it makes it much easier than for us to go back and to through various links.

    Thanks, I've updated the link as suggested. I wasn't sure if the initials you mentioned were being displayed due to embedded information in the .PDF file so thought I would try images, I guess not. Confusingly when I view the links whilst logged-out of Dropbox it's not apparent where others are seeing the initials mentioned. Regardless, hopefully, I have now anonymised the account. Can you confirm (and remove the initials mentioned in your post) please?

    EDIT: I understand now, when viewing the file logged-in to Dropbox the initials are visible :face palm:
