ECP do not sue people but the advice is still to always try appeal & POPLA.
AND to always exhaust the retailer complaint route, complain to all Management (Store manager and Head office of the Supermarket or wherever).
Also, you can't have got a PCN for 5 minutes, as the minimum grace period is ten mins.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I can't remember the exact time, but is Grace period defined?
The car park is attached to the pub.
I went to the row of shops adjacent to pick up supper that I'd ordered.
The mp secretary replied back saying he'll let the mp know and try to raise the issue but unlikely with this grace period stuff which implies that it's only for people who have bought a ticket0

The BPA Code of Practice defines grace periods.
Check out the Newbies' thread ... there's a link in the POPLA section to this thread, specifically on account of how well the OP dealt with grace periods at the POPLA stage:

5 minutes, that's barely enough time to read signs before deciding whether to stay or go.
Do the initial appeal, then win at POPLA (hopefully). But clearly you're not averse to a bit of a fight if some POPLA assessor messes up. However surely it would be nice to kill this off long before the court stage?0
