I have between £15 and £20k to invest. I don’t want a risky investment. I would like the flexibility to be able to withdraw occasionally for emergencies.

Unfortunately "don't want a risky investment" doesn't narrow it down. There's risk to everything. If you put your money in the bank which possibly you would say is not "risky" there's the certain risk of losing out to inflation. If you picked what many would say is a "low risk" fund it could still drop 10 or 20 % in a recession. Would that cause you to go running for the hills?0
