            Blue badges have no meaning in a private car park, other than to show an occupant may have a protected characteristic.
 What counts is the Equality act, under which companies have to make reasonable adjustments for those with a disability (protected characteristic)
 Not everyone with a protected characteristic will have a blue badge, however they should still be able to use the provision without let or hindrance.
 Also if as a result of the disability someone needs extra time, then ANPR cameras are completely unsuitable unless old Trev has invented one that can detect if a person has a disability (protected characteristic)From the Plain Language Commission:

 The PPC and PoPLA will ignore this, but a judge will not.

 Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
 Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
