mobile phone blacklisted

Huge con buying a 2nd hand phone and no one to help the innocent buyer. Phone works for a period of time after buying, my case gumtree. The original owner either stops paying their contract or claim the phone is lost or stolen and receive a new phone. The phone they sold gets blacklisted meaning the SIM card does not work.
No one wants to know, police or phone companies. You cannot get the blacklisted phone un-blacklisted because you do not know what network it was originally got from and you are not the original registered owner.
If this is fraud, why will the police not get involved or the phone companies, when reported?
The consumer seems to have no help. If he tries to get the phone un-black listed by changing the IMEI number, then he is the criminal resulting up to 5 years prison I am told.
In my case, to make things worst, the original owner who sold the phone died age 22.
Why in the UK is this fault allowed to take place???
