Getting a PAC after cancellation

I recently took out a sim only deal through mobiles.co.uk and on receiving the sim, ported in my number which was done.
After a week the local network coverage has been appalling (despite testing out a PAYG sim beforehand) and mobiles have agreed after liaising with the network to allow a cancellation within 14 days.
I have been told different things in regard to porting out my number - mobiles have stated they are cancelling the contract (and not the number) and to wait for the cancellation to complete, then call Vodafone for a PAC. Vodafone have said that a PAC would need to be issued prior to the cancellation going through as cancellation of the contract or the account/number would mean the number is lost (which makes more sense to me).
If someone is able to confirm which is more likely that would be appreciated.

If the contracts cancelled the numbers gone. That's it.
