Retail versions of Windows can be transferred from computer to computer.
OEM versions of Windows live and die with the machine and are officially not transferable. If the main board dies on it what you're supposed to do is buy a new Windows licence and reactivate the system with that. What you do in reality can be an entirely different thing.0

Must it be new? You can often save a large chunk of change by buying a dell optiplex from ebay like a 9020?0

I always get my new desktops without an OS. I generally buy from overclocking/gaming specialists who sell bundles of matched components for self assembly and also complete pre-built systems. However these are performance systems rather than the run-of-the-mill off the shelf boxes so prices aren't always the cheapest, but you do exactly the spec you want and yes, you do save a bit of dosh if you say no to an OS.0

I bought a new computer without an OS from Novatech, swapped the supplied blank SSD for my SSD from my old computer and everything works perfectly, saved having to reinstall everything.
Using the supplied SSD as a second disk.
