CPP, council sub-letting?

    As advised above, get your MP on side, they are aware of this scam and on 18th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

    Until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    With whom does the landowner or supermarket have a parking contract? Is it CPP or GCPS?
    These signs are standard for PE trading as CPP in that they don't name the landowner. I suspect that the car park is owned by the developer who have engaged PE to manage the car park. Greenwich Car Parking Services are just one of the developer's companies.

    The keeper spoke to Natalie at the council on 020 8921 4339 who deals with parking services. She said
    • It is not one of the council's car parks.
    • She didn't know if the council own the land, and didn't know who would be able to tell them that.
    The keeper then phoned the council general enquiries number 020 8854 8888 where the woman they spoke to didn't know who in the council could tell them if they owned the land. She suggested contacting the land registry.


    Checked the land registry site, https://search-property-information.service.gov.uk/ which finds Sainsbury's at 1A Philipot Path, London, SE9 5DL and Passey Place Car Park, at Passey Place, London, SE9 5DA but in both cases it says 'No information found'


    I know the council are useless at the best of times, but any ideas where to go from here?

    An update but not much of one....

    The keeper called Greenwich Car Parking services, initially he was happy to chat and told them that:

    Greenwich Enterprise Board, Greenwich Development Corporation, and Greenwich Car Parking Services were all set up as a not for profit by the council. He didn't know who owned the car-park land but thought it would be either the Council or Sainsbury's.

    I read that as the NtD must be compliant, &, if not, the NtK doesn't count.
    I agree but this is not something to mention at first appeal stage.

    Two more weeks left for them to forget to send a NTK, as per the tactics we planned. And they've said they've placed it 'on hold' for 14 days so can't see them remembering!
