PCN from UKCPM

Hi there,
I received a parking charge from UKCPM a few months ago for not showing a visitor's pass. What happened was that the site was managed by UKPC previously, and we were sent new permits on the Sunday, and I got the ticket on the Wednesday. The new permit arrived in an unaddressed envelope, my wife hadn't even seen it when she parked the car, and hence the ticket.

I followed the instructions on the newbie thread, waiting for the NTK, and then appealing. I also sent an email to the agency managing the site on behalf of the landowner (the letter containing the new permit came from them).

I got no response from the agency, and UKCPM duly rejected my appeal as expected, and pointed me to theIAS. theIAS seems a bit of a joke as they only consider evidence presented by the operator. I'm going to appeal there just as a stalling tactic.

But aside from that, what are my options. I will try and contact the agency again, but anything else I can do. My main concern is, if this goes to court, what sort of fees am I looking at if I lose

Any help would be much appreciated.

    Sorry. Can you clarify this a bit please.

    Are you talking about parking on the estate where you live? And, if so, why would you be using a visitor's pass?

    Or is it something else?

    it is the estate where I live, and I've even got a resident permit to park on the road, as the garages that come with the estate are tiny. but sometimes there are no available spaces, so the only option is to use the visitor pass to park

    This is ex-clampers UKCPM, a nasty litigation machine of a penalty company with no customer service ethic (not possible in this grubby industry) no consumer 'customers' and no proper raison d'etre except their protection racket style model at residential sites up and down the country... and an office in Worthing, where in adverts for ''jobs'' (for want of a better word, as this is not a real job...) they boast of having a games/table tennis room and having a chef making meals for their 'staff' - paid for out of the money extorted from their idiotic/naive/scammed victims who pay.

    The industry should be illegal, IMHO. It is shameful that firms like UKCPM exist.

    It is also shameful that your Managing Agents have allowed the likes of these aggressive, money-grabbing (certainly not 'parking management') ex-clampers anywhere near your cars. Complain, call a residents' meeting urgently and GET THEM REMOVED.

    You need to read more threads! UKCPM claims are all over the forum and the info would have been easy to find to know there is no risk, no CCJ, no costs, nowt bad.

    This is why it's a no-brainer to defend. And a no-brainer NOT to waste time on IAS.

    Do you own or rent your property?

    What do your ownership papers/tenancy agreement say about parking? Particularly use of visitors permits. In my experience they sometimes shouldn't be used by residents.

    Do you know how/when the PPC was introduced?

    Complain to your MP. On 18th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

    Until this is done you should still complain to your MP, citing the new legislation.

    I'm not sure when the PPC was introduced, definitely before I moved in.
    I don't own the place, I rent. The parking spaces are supposed to be used by visitors, not sure if the tenancy agreement explicitly forbids residents from using them, I'll double check.
