My car was parked at Warrington Central on 20/03/19 (morning until evening) and a ticket was paid for using the APCOA app as per alI the signage. Today I received a PCN from ParkingEye dated 20/03/19 and issued 26/03/19 for Warrington Central station. It looks as though there is a ParkingEye car park within/next to the APCOA station car park. The only signage that reveals this is away from the car park entrance - you have to drive past an APCOA sign to get in to the area that appears to be for ParkingEye.

I've sent them the standard appeal template as per the Newbie thread, is there anything else I should be looking into for my inevitable appeal to POPLA? At the moment I plan to focus on unclear signage as it looks like the whole thing is an APCOA car park, and can prove that I paid to park there for the day.

    So that's Britannia not P.E., but nonetheless it does look like the PPCs exploit proximity to train station car parks via misleading signage. The advice there so far may help you get started.

    All the PE signs that I have come across fail imo to be able to form a contract. They are either too high, the font is too small, or they are too wordy, or all of the above, read this thread and complain to your MP.

    On 18th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

    Until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    You need to get compelling photo or video evidence to show POPLA how these car parks look, how there is no fence between them/no delineation to show they are different sites, and lots of photos of how the APCOA signs appear, to a driver who has parked in the ParkingEye side without knowing.

    Spend time now collecting this evidence, in readiness for POPLA.

    A minor further update - I haven't heard back from Parking Eye yet or Northern Rail (who own the station). I have heard back from my local MP - he is aware of issues with Parking Eye at Warrington and has offered to speak to them. It looks like the person on the thread KeithP linked above was successful, even if it was on a technicality of the appeal process!

    Had my "your appeal was unsuccessful" email from Parking Eye today and now I've got a POPLA number. I'll be heading to the car park to grab some photos and then drafting my appeal letter.

    So I have the first draft of my appeal but it's very image heavy, and I'm not allowed to post links to it hosted online because I'm new. Does anyone have any suggestions or can somebody give me permissions to post links, or maybe I can PM it to somebody so they can post it?

    Host the pdf file on Dropbox or somewhere similar.

    Then post a broken link here. Often just changing http to hxxp is enough, but you may need to use your imagination.
