OK good, that's clarified things. I was just checking it's a private PCN, and it is.
However, the below was a dangerous assumption perhaps, as you cannot know if that email addy can be used to appeal the PCN because the PCN didn't give you this option:Scoobylou9 wrote: »I did follow the instructions on the back of the PCN. POPLA next.
I would say, complain to Steve Clark at the BPA next (right now) if that 404 error is still there when you try again. Tell him that NSL are not allowing people to appeal online as promised in the PCN and you had to randomly email a Tower Hamlets email addy to appeal, given the lack of working days over Easter:

It's important the BPA investigate PPCs who have no open appeals page when they are saying on their PCN that you must appeal that way.
Attach to your complaint, proof of your emailed appeal and a copy of the PCN, but NO implying who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for the advice. I’ve sent off an email to Steve Clark along with photos of both sides of the PCN and a short video evidencing the error code when I attempt to appeal via their website.

I received a response from Steve Clark from BPA and this is what he said:
Thanks for your e-mail and I am sorry to hear that you have been experiencing with a BPA Member.
It looks to me that this Notice has not been issued as part of our Approved Operator Scheme (AOS) and looks like it has been issued under the statutory process - accordingly an investigation would be outside of our standard remit.
That said, I am asking my colleague Gemma to open an investigation and to consider this matter with NSL for you.
We will be in contact when we know more.

What does he mean it’s been issued under “statutory process”? I really don’t have a clue. And I’m sure NSL are a part of the AOS because that was the first thing I checked when I received the ticket.

NSL also issue real penalty charge notices - for Councils - too.
I asked you that earlier I think? Isn't yours a PARKING CHARGE NOTICE?

100% sure it’s a parking charge notice.
It says “PARKING CHARGE NOTICE” several times on the ticket itself.
I did send Steve a picture of the front and back of the ticket so I’m unsure as to why he replied with what he did.
The PCN was issued because the alleged contravention was that it was parked without a valid resident permit.0 -
I’ve emailed back stating it’s a parking charge notice and not a penalty charge notice.

I’ve received a response from Steve Clark, as follows:
BPA – 0000.
I have investigated your complaint with the Operator and can advise as follows.
NSL have confirmed that there are two processes if a motorist wishes to appeal the charge. The first one is through the post and the second one is via the link. Unfortunately it appears there was a fault with the link and as soon as this was identified they started to rectify the matter.
NSL have confirmed they received your appeal and they will be issuing the attached response. As the appeal has been rejected you will now have the opportunity to appeal to POPLA – the independent appeals service. Please note you have 28 days to appeal to POPLA from the date of this letter.
As the appropriate rectification occurred, I have closed the investigation.

So, as expected my stage 1 appeal has been rejected.
Out of curiosity, I went to the THH parking website to see if the link really had been rectified, well, it hasn’t. It’s as broken as it was on the day I was trying to appeal (the 15th of April) and the same error code keeps coming up.
Any advice?

I’ve sent off another email stating the link still isn’t working and how it’s unacceptable to motorists wishing to appeal via the online method.
I doubt they’re too bothered because the people at the BPA could’ve easily checked to see if the link really was working before they responded to me and closed the investigation.0 -
Reply to Steve with a screen shot of the failing, error strewn on-line appeal page and ask him what his definition of "rectified" is!0
