China Southern Flight Cancelled

Hi Everyone,
I'm a newbie here.
I'm trying to claim compensation for a Birmingham to Melbourne flight from 2015. The ticket was bought from Lastmin**te. com and was a mixture of Air France and China Southern - they're in Skytrain together. BHX to Paris and Paris to Guangzhou (Canton), all AF, went to plan but when I arrived in Guangzhou the flight to Melbourne had been cancelled. All they offered me was a flight 24 hours later to Melbourne. They did not offer flights with an alternative airline . They did offer me flights to Sydney or Brisbane but refused to book onward domestic flights to Melbourne, my ticketed destination. In the end I took a flight to Brisbane and made my own way to Melbourne.
I've tried using Resolver and last year (2018) China Southern said they no longer had their flight records!!! I escalated to the CAA but never got a response.
As the ticket was BHX to MEL I assume that the standard EU compensation rules apply. Is that correct? Should the CAA have responded?

EU261 is claimed from the operating carrier that caused the delay etc. As far as claiming from China Southern - I would say no claim. They are a non-EU airline and the flight was neither arriving or departing the EU.
no claim from AF as they didn't cause any delays
