Squishtastic - it's also not always easy to find the owner of a retail park - they sometimes hide behind one or more management companies.

The retail park's website does clearly identify Legal & General as 'owner'. I was being a little cautious in case it is more confusing than it seems. I totally agree with you that more digging around and asking all & sundry, especially the store managers , is a good idea if necessary.

If it says the owner openly, then that's fine - I'm not surprised Legal & General own retail parks - they're an insurance, pensions and savings firm, so will invest in things like property for their customers with the latter.

But I'm getting off-topic *slaps wrist with heavy book*

I wonder if this is the sort of thing that the Land Registry site can help with if you hit a brick wall trying other routes although it'll probably cost £3 to get a copy of the records?
  • I did see that it said Legal & General when I was hunting around for hours looking for the site owners, but I was like 'Eh, sounds like a law firm '. Such confusion for my small brain!
Anyway, I've emailed the complaints department. I'll update if and when I hear anything.

If you lovely lot hadn't helped me with this I'd have given in already!

If the retail park has a website, where's the problem - they must have 'contact us'?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

Hmmm, you tend to be right so I went back to the website I linked to.

'Centre Manager' drop down option has no info. but advises going to the retail park's website. There are lots of sites about it, not yet found one that definitely belongs to it.

However this one looks promising and gives phone numbers and an email address for someone called Georgie Brooks:
    https://www.cspretail.com/properties/exebridges-retail-park/

    This is Georgie Brooks' email:

    georgie@cspretail.com

OP - DO NOT be put off by me floundering around!! Send your email to Georgie, send it to anyone who may be the person in charge of Exe Bridges.

Ahhh, you fantastic human! I've sent the same email to that Geordie person. Got my fingers crossed :) I must have emailed about 13 different people now, haha. Thank you again!
  • Ok, update!!
I phoned Legal & General and asked for the contact details of who is in charge of the car park. They gave me another phone number which I then rang. I was finally given an email address of the lady in charge and I sent an email over. Which bounced back!!
So... I phoned that Georgie lady and she said she would forward my email on to the correct person.

    So much kafaffle!!

This morning I've received an email back from the senior surveyor saying that she's cancelled the parking charge!
    UP YOURS, UKPC!

Anyway, thank you so much everyone who offered help. I'd have given in and reluctantly paid the £60 without you all and your support. You guys are amazing.

Not to spoil your celebrations, but are they going to confirm that in writing?

(You really need a written confirmation from them just in case UKPC continue to act even after being told not to by their employer - PPCs aren't known for their ability to do what they're told by their paymasters.)
  • Yea I already requested it in writing. Thank you for suggesting it anyway! :)

    Good :D

If the PPC tries anything further in future you can refer them to the landowner cancellation, and maybe a reference to the reply given in Arkell vs Pressdram (1971) ;)
