PCN received abroad

Hi.
I've read the 'newbies' thread to see whether I could find anything relating to the pcn I've received here in Europe.
It is from CP Plus & basically it states excess time in a Mway services 7 months ago. Letter received today 2 photos of a vehicle. No ticket at the time nor any requirement for P&Display.
Demand for payment to a German account reduced if paid within 14 days of letter date .
Reading some threads it appears to state that the pcn should be received within 14 days ?
It quotes pofa 2012 .they appear to state that there are other images .
I was intending to just return the standard template letter but wondering whether I can just bin it ?
Thainks for any help & sorry if I have missed a thread relating to receiving them abroad.
*Meant to state that it is a non-UK vehicle*

Somebody here will definitely know what the answer is, I'm not sure how they could enforce it with Court etc but I doubt you'll end up on Interpols most wanted list, it looks like an ignore for now and see how far they want to or indeed can take it.0

Ignore it. CP Plus don't do court in England let alone anywhere a bit more tricky.0

I would use the template, as I have advised people in Scotland to do v CP Plus too:
https://forums.moneysavingexpert.com/discussion/5976049/cp-plus-pcn-scotland
That thread shows the template works!
The reason being that CP Plus cancel these in a heartbeat when they see the template, and they cannot hold you liable as keeper. And so, it is over, cancelled quickly!
Second reason being, if you were using a hire/rented car, you must pull the charge in your direction and respond, to hook it away from the possibility of another letter going to the hire/rental company and them paying it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi,thanks for all the replies & I will send the template.
Personally I think they are attempting to use the EU 'cross border directive', on exchange of information, illegally as the requirement is meant to be used by Eu states for 8 specific offences ,non of which is parking.
If they haven't used it & found the information on the vehicle keeper another way there is only 2 specific entities in the UK who hold the information & to access it it would have to be obtained illegally & fraudulently.0 -
are you saying you were not in a UK registered vehicle?0

Seriously, a lowlife having the intellectual capacity to even be able to read an EU directive, let alone understand it then attempt invoke it? Are you having a laugh?
It's likely that Ranger Services (who provide a back office service for the more incompetent outfits) will have sent this out, albeit under CP Plus letterhead. Does the letter show PO Box 3573 Barnet as the contact address? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

The opening post was edited to say that after you made your initial post but before mine.0 -
Well that may not apply in a couple of weeks time!
