But all that means is that they cannot transfer the driver's liability to the keeper.
But they can't do that anyway because the incident occurred on byelaws land where POFA doesn't apply.

What idiots. The POFA doesn't apply to a byelaws penalty!
Ignore this and it will time out after 6 months. Please spare our time on this basic matter and read other threads.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
