If this occurred where the (day to day) keeper lives, what does the lease/AST say about parking, parking permits, parking charges, and court? Just as importantly, what does it not say about the above?
The link below shows you the sort of thing that judges say about residential parking, so you should be hammering your landlord, MA/HA/letting agent about genuine residents being scammed.

Here is the infamous Jopson case where the judge defined parking and how it applies to residential properties. Read especially the bit about a small vicissitude in para 20, which the driver nipping off to get their 'phone would fall into.
