Bolt problem of Alko Scarifier/Aerator

Hi
I inherited an AL KO 38 VLE scarifier/aerator which had not seen much action.
But there is a screw/bolt underneath the equipment I need to undo to change the tines.Unfortnately the screw/bolt just turns without releasing the tines.Its head and body are intact and turns nicely.
Is there any thing I am doing wrong.
And how to deal with such a bolt?

I have watched these videos.
At around 40secs into second video and around 1min in first video,this bolt is shown-but the person didnt have any problem removing or tightening the equipment!!0 -
