ALKO scarifier/aerator problem

Hi
I inherited an AL KO 38 VLE scarifier/aerator which had not seen much action.
But there is a screw/bolt underneath the equipment I need to undo to change the tines.Unfortnately the screw/bolt just turns without releasing the tines.Its head and body are intact and turns nicely.

Is there any thing I am doing wrong.

    Sounds like there's a nut on the other end of the hexagon bolt (P16 of the PDF) that needs to be secured/removed with a second spanner
    If you can't access that, then there are certain tricks you can use to remove a nut & bolt from one side only

    Hi
    I saw that manual.
    Clearly the bolt is just rotating.I drilled thru the plastic head and made sure that metal body is also rotating.Yet it is not coming out or going in.If the grooves are gone then it shouldnt be difficult to pull out,yet it wont come out easily.
    What are the other ways I can get out such bolt?

    If you have a nut & bolt with access to only side, then you need to generate friction to stop whatever is on the blind side from rotating. The easiest thing is to pull the bolt towards you as you turn it - thereby creating friction between the nut and the panel - it's a bit of an art so don't be tempted to give up too early - mole grips are good, maybe get a drill chuck over the head of the bolt.
    Alternatively you could try jamming the nut with a bit of wire / kebab stick or a long screwdriver

    This is of course assuming you're looking at the bolt which goes through a panel with a nut on the other/blind side

    you mention plastic head - does it seem feasible to just drill through the head and push the bolt through to the other side ? - or does that leave you with a worse problem ?
