PCN Parking Eye at a Hospital

Hi all
I've received a PCN in the post dated 01/03/19 from when a car was parked in a hospital outside A&E on the 15/02/19. Car was parked after a ticket for 1 hour was purchased. an overstay of 33 minutes. Been advised to pay Parking Eye £70 or £40 if received today...
Photo of the Number plate is on the PCN so must be been taken by ANPR.
Can anyone advise what to do next or if any ground to appeal it. If I should appeal can someone dm me the template for to use. By the way PE are a member of BPA.
I have emailed the car Parking email address on enquiries page on the hospital website asking for the facilities manager.

Complain strongly to PALS at the hospital in the first instance - they are usually the best way to kill these dead. Hospital parking people tend IME to be less effective.
Whilst waiting for their response, read-up carefully on the Newbies Sticky to see what to do next. The PE process is fully covered there.
It would also be helpful for us to know which hospital/town this is - we may already have useful info to point you at that could help your challenge.0 -
Does the BACK of the PCN havea section called "Protection of Freedom Act"?
It should be omitted, as there was no chance the notice could be receivecd within the required 14 days0 -

This was at the A &E at the Royal Victoria in Newcastle.
I've looked up PALS and seems like there's is any email address but it is for an address in Morpeth.
How else do I contact PALS.0 -
You could call the hospital, ask to speak to PALS and then ask for an email address. Or use their contact form - http://www.newcastle-hospitals.org.uk/contact-us.aspx.
Definitely read post #1 of the NEWBIES thread. Not defending Parking Eye at all, but how have you concluded that it is/was a scam PCN.
The OP admitted to overstaying a 1 hour period by 33 minutes and would thus be in breach of contract no ?
As there are no details of the PCN or photos of the sites and signage, I fail to see how you concluded that in this case it was/is a scam ?? (Probably was/is) but you don't know for sure.
I think this is becoming more of an issue, where people are looking for loopholes to escape their responsibilities and failure to comply with simple instructions.
If I paid for 1 hour parking, I would expect a ticket after overstaying 30min not look for legal loopholes to wriggle out of it0 -

It would if they signs were capable of forming a contract, but with most PE signs they are not. All the PE signs that I have come across fail imo to be able to form a contract. They are either too high, the font is too small, or they are too wordy, or all of the above, read this;

ergo, most PCNs issued at hospitals by PPCs are scams.You never know how far you can go until you go too far.0
